TENs Units In The UK Are Able To Put On Head And Neck, Why Not In USA?

I do a lot of research when I get something new. I read a lot of medical journals. It turns out that in the UK you are allowed to place your home TENs Unit on your head and neck. Between my back pain and my migraines, I really want to try it on my head. You’re not allowed to do that in the US. It’s heavily discouraged. My question is why? What makes their TENs Units different?

I have a few people who are in the UK, and I know one of the ladies has clusters, so I can ask her. I can ask a few other people if they have ever known anything about this.

All my doctors, the booklet that came with it and websites for the USA say never use on neck or head.
